Position Summary

The Program Director, Health is a member of the DCF community impact team, working closely with the Highmark Delaware BluePrints for the Community team to ensure resources invested in the community have maximum benefit toward improving quality of life and health outcomes throughout Delaware. The Program Director is responsible for supporting the programmatic activities of the DCF with a particular emphasis on the Highmark BluePrints for the Community grant program, and efforts to engage with the community as well as serve donors. This position will regularly interface with Highmark Delaware in the oversight and delivery of the BluePrints program, and report directly to the DCF Executive Vice President, Strategic Impact, with matrixed reporting to Highmark Delaware leadership.

Key Responsibilities: 

  • Serve as the primary liaison and relationship manager to Highmark Delaware’s BluePrints for the Community program, a key health-related partnership.
  • Serve as strategic thought partner to Highmark on new ideas and opportunities; provide tactical support to implement.
  • Manage grant programs related to the Highmark Delaware Fund at the DCF, including the BluePrints Small, Standard and Special grant programs. Oversee administrative support provided by DCF Grant and Scholarship Coordinator.
  • Act as primary point of contact to schedule and meet with prospective grantees and assist them the application process, the content of applications, and any post-review follow-ups, to ensure the highest quality of proposals.
  • Conduct grant evaluations, provide initial recommendations to Highmark leadership, and collaboratively finalize recommendations to present to Highmark leadership, for Small, Standard, and Special grant programs.
  • Facilitate the Advisory Council review and decision-making process, including preparing summaries and recommendations for Council meeting and facilitating portion of Council meeting related to grants and decisions.
  • Manage grant partnership between BluePrints and Healthy Communities Delaware (HCD).
  • In collaboration with DCF Grant and Scholarship Coordinator, oversee data collection and reporting efforts, and provide regular reports and analysis to Highmark leadership related to grant impact and, upon request, other data and information collected, including information related to BluePrints’ grant partnership with HCD.
  • Participate in and execute other aspects of the grantmaking lifecycle, which may include information sessions, grantee convenings, grant reviews, administrative functions, and other activities.
  • Coordinate, with DCF VP for Marketing and Communications, enhanced marketing support and amplification for related grant programs, from application stage through grant award announcements and stories of grant impact (may include workshops, press releases and events, site visits, and other convenings).
  • Oversee regular review and, as needed, revisions to content and materials related to the BluePrints grants programs.
  • Grow and sustain productive relationships with community leaders and organizations on behalf of the DCF and BluePrints.

Skills and Competencies

  • Proven project management skills – from conception to design to implementation;
  • Excellent communication skills, including speaking and writing;
  • Demonstrated capacity for strategic thinking and problem solving;
  • Experience with engaging and building strong relationships with business and community leaders;
  • Five years of relevant experience, at least in part with nonprofit or community-focused organizations;
  • Experience in Delaware, and knowledge of Delaware communities and needs;
  • Commitment to and experience with collaboration, teamwork and personal growth;
  • Commitment to philanthropy and the mission and values of the DCF, Highmark BluePrints for the Community, and Healthy Communities Delaware;
  • Attention to detail and an ability to handle multiple tasks simultaneously;
  • Bachelor’s degree required.

Salary range depends on experience and education: $68,000 to $75,000. Benefits include generous Health, Vision and Dental Insurance, 403B retirement, Long-term disability, Life Insurance, Holidays, Vacation and Paid time Off.
